Do not pay the full cost of the project upfront. It is reasonable for your builder or tradesperson to expect you will outlay the cost of materials before works commence but make it clear that you will only pay the balance when you have confirmed that the work has been completed to code and to the standard and finishes you agreed upon.
Council permits are generally required for any building works where structural changes occur. You will need to appoint a building surveyor for any project requiring a building permit and permits are submitted through them. You may be surprised at how small changes still need approval to ensure your project complies with local council building codes and regulations.
The cost of the building permit will vary by council and by the scope of work. As a guide, in suburban Melbourne, for minor works (up to $15,000) a permit may be around $1,000 whereas larger ($15,000 – $50,000) may attract a fee in the ballpark of $2,700.
